Ethuro defends low expenditure of county allocations

Senate Speaker Ekwee Ethuro has defended the low absorption of monies allocated to the Counties and has instead attributed the situation to delayed disbursements.
Ethuro also says the unused amount will be returned to the County Treasury and not the National Treasury as earlier alleged.
However, the Senate Speaker reprimanded Members of the County Assembly for using a colossal sum of money on lavish spending instead of giving development precedence.
Speaking when he opened a three days workshop for County assembly leaders in a Nairobi Hotel, Ethuro said all is not lost despite the low absorption of the monies by the counties.
Last week the Auditor General also gave an outlook on how the MCA’s were lavishly spending the County allocations, allegations that the senate speaker agreed with.
On Tuesday, governors while reviewing devolution progress accused MCAs of derailing development by blackmailing them into approving unnecessary expenditure.
Ethuro meanwhile scoffed at those doubting devolution and senates strength saying the two entities are here to stay.
