'Campaign NO and lose jobs,'-Mwiraria

Finance minister David Mwiraria says Provincial administrators who will be found campaigning for a No vote in the constitutional referendum will not be redeployed once the new constitution is enacted. At the same time Mr. Mwiraria has dared the cabinet ministers, Najib Balala, Raila Odinga and Kalonzo Musyoka who were campaigning for a No vote in the constitution to resign from the cabinet. The cabinet minister said it was disloyal for provincial administrators to campaign against the government's position in the constitution and continue earning pay from the same employer. Mr. Mwiraria said those provincial administrators whop remained loyal to the government will be redeployed to work in the district assemblies six months after the new constitution is enacted. The minister was speaking on Saturday in his North Imenti constituency where he addressed a series of rallies and presented cheques for Sh. 2.2 Million for CDF projects. He said that the new constitution will decentralize the central government operations and devolve power to the district local councils which will have elected representatives mandated to collect revenue and formulate their own by laws. He said that the central government will allocate resources to the district assemblies according to poverty levels, in the areas. The minister said the rebel cabinet ministers who were campaigning for a No vote were self-seekers who were out to block the new constitution so that they could use it as as a weapon in the 2007 General Election claiming the government had failed to give 'Wanjiku, a new constitution. He said the LDP and Kanu MPs were misguiding Kenyans to reject the new constitution claiming it gave the President excessive powers. He however said the new constitution had limited the President's powers to appoint Permanent secretaries and heads of parastatals and accorded parliament powers to vet such appointments. He said the new constitution had also stripped the president powers to dissolve and recall parliament.
