All Constituencies have been given seven days to submit the names of two Constituency Development Fund (CDF) committee members to the roads ministry for allocation of roads maintenance funds.
Announcing the ultimatum Tuesday in his office, Roads minister Franklin Bett said the CDF committees failed to submit the required two names of the signatories for the gazettement of their appointments by the minister.
He however announced that Kenya Rural Roads Authority (KeRRA) has opened special accounts known as Constituency Roads Fund Accounts (CRFA) in all constituencies in which the funds will be deposited.
The minister who was speaking on the implication of the recent amendments to the Kenya Roads Board Act legislated through the Kenya finance act said the management of these accounts will be jointly done by two officers from the Constituency Development Committee (CDC) and one officer from KeRRA in provision with the law.
"We have proceeded to open bank accounts despite this delay, in all constituencies and those with no banks in their constituencies have had theirs opened in bordering constituencies," the minister said.
He added that letters have already been sent to all MP's requesting them to form Constituency Road Committees (CRC) which will help handle the management of the funds.
Currently, the total allocations to the CDF stands at 32 percent whereby 19 million which is 22 percent are fuel levy funds and, an additional 10 percent to be equitably shared among all constituencies.
He allayed fears of wasteful use of the money due to improper planning on the part of the CDF committees saying that, contract documents should be signed to curb misappropriation of these funds.
The minister added that the 19 million levy fund will be allocated to all constituencies on an annual basis, while admitting that it had been delayed for the past three quarters.
Bett emphasized that the amendments to the roads act have created new challenges that need to be urgently addressed such as the equal distribution of funds to constituencies.
He also said that the road maintenance levy fund is not adequate to address all the challenges affecting the road sub sector.
"It is important that we find innovative ways of getting additional resources for roads maintenance," the Minister asserted.
