MPs shoot down bill seeking to amend Sexual Offenses Act

Members of the National Assembly have shot down a Bill that was seeking to amend the Sexual Offenses Act to expressly prohibit plea bargaining and collusion into sexual offenses.

The Bill sponsored by Busia County Women Representative Florence Mutua was proposing the establishment of special police units with modern equipment to facilitate timely investigations across the country.

Mutua’s Bill was also compelling the education Ministry to prescribe guidelines on the inclusion of sex education.

The Bill was also meant to ensure campaigns on sexual offenses in schools, prisons and remand institutions.

Efforts by Busia County Representative to marshal a division did not materialize after she did not get the requisite number of 20 MPs for a division to be ordered.
