Former Kisii County Speaker, Deputy Clerk arrested over irregular hiring

The Ethics and Anti-Corruption Commission (EACC) has arrested former Kisii County Assembly Speaker David Ondimu Kombo and Deputy Clerk Daniel Mbaka Omwoyo over irregular and unlawful recruitment at the Assembly.

According to EACC, investigations established that Omwoyo irregularly and unlawfully appointed his niece, Ms Everline Maraburi as a Clerical Officer at the County Assembly, without the approval of the County Public Service Board or following the laid down recruitment procedures.

Maraburi was later irregularly hired as the Speaker’s Personal Assistant on permanent and pensionable terms, contravening Salaries and Remuneration Commission guidelines, which only permit such appointments on contract.

The EACC said the former Speaker used his office to confer an unlawful benefit by allowing the appointment.

Omwoyo was arrested and arraigned Monday before Hon. Nyariki at Kisii Law Courts, where he pleaded not guilty to abuse of office charges.

He was released on a cash bail of Ksh50,000 or a bond of Ksh100,000 with a surety of a similar amount.

Kombo is expected to be arraigned today on similar charges.
