Kamanguya back at ICT Authority, vows to continue with work

Embattled ICT Authority boss Stanley Kamanguya says he will continue with his mandate as the substantive chief executive officer following orders issued on Wednesday this week by the Employment and Labour Relations Court.

Speaking to the media after gaining access to ICTA offices in Nairobi, Kamanguya said his contract for second term had been duly renewed by the Cabinet Secretary for Information, Communication and the Digital Economy William Kabogo.

“My current contract ends on the 7th of August and indeed on the 10th of March this year, the Cabinet Secretary for Information, Communication and the Digital Economy having been satisfied by the process of contract renewal of a CEO issued me with a contract renewal letter effective of 8th of August 2025, for a further three years,” said Kamanguya.

Justice Mathews Nderi Nduma issued interim Conservatory Order, restraining ICT Authority board from considering any new application for the position which it had declared vacant through an advertisement on ICTA website. Kamanguya had filed an urgent application at the court challenging the board’s decision.

The board advertised the position after sending Kamanguya on terminal leave and appointing Zilpher Owiti in an acting capacity effective July 7, 2025. The court ordered the authority to allow Kamanguya to access his office after barring Owiti from executive functions of the office.

“I wish to urge all our leaders let the process take its due course and kindly stop politicizing the issue of my appointment. I am a public officer dedicated to serve the country, dedicated to empowering our young generation and creating opportunities for them across the country and beyond,” added Kamanguya.

Justice Nduma ordered the application be served and it be responded to within 14 days of service with interpartes hearing set for September 29, 2025.
