The State Department for Irrigation is adopting Business Process Re-engineering (BPR) as part of its efforts to improve efficiency and service delivery within the department.
Business Process Re-engineering involves the fundamental review and redesign of institutional processes in order to achieve significant performance improvements, particularly in cost reduction, service speed, and quality of service delivery.
Through this approach, the department seeks to streamline operations, eliminate unnecessary procedures, and strengthen accountability and transparency in irrigation service delivery. BPR emphasises the role of information technology as an enabler of improved service delivery.
The initiative is guided by the need to improve accessibility and convenience of services while ensuring affordability and timely service delivery to stakeholders. By redesigning processes around the needs of clients, the department aims to strengthen efficiency and effectiveness while supporting improved public service delivery.
In a workshop held in Mwea in collaboration with the Directorate of Public Service, Officers from the State Department for Irrigation will be introduced to the BPR framework and methodology. The participants will then examine the importance of identifying operational challenges, mapping existing procedures, and designing improved processes supported by modern information technology systems.
The training emphasises a customer-centred approach in which business processes determine organisational structures and information systems. This ensures that service delivery remains focused on the needs of irrigation stakeholders and the public.
The facilitators took the participants through the key requirements for successful implementation, which include: strong leadership support; effective communication; appropriate change management strategies; and adequate resources.
Participants will analyse and document existing departmental procedures, which include mapping out the current “as-is” processes. The mapping exercise is intended to identify inefficiencies and opportunities for improvement before designing more effective “to-be” processes.
The workshop is expected to provide a foundation for future institutional reforms within the State Department for Irrigation as it continues to modernise operations and enhance service delivery.
