Two officers from Mumias Level 4 Hospital in Kakamega County have been arrested for soliciting and receiving a bribe of Ksh200,000 to facilitate payment for medical equipment supplied to the hospital.

William Mmasava, a Supply Chain Officer, and Mrs. Linet Kavaya, a Biomedical Engineer at the facility, were apprehended on 21st May 2025 by detectives from the Ethics and Anti-Corruption Commission (EACC).

The arrests follow investigations launched by the EACC after receiving a complaint on 16th May 2025 from a supplier whose company had delivered an X-ray scanner worth Ksh1.4 million to the hospital.

The hospital agreed to make payment in three instalments and settled the first payment of Ksh500,000 on 17 April 2025.

“However, on 8th May 2025, the complainant was contacted by Dr. Mohammed Munyendo, the Medical Superintendent at the hospital, who allegedly demanded a bribe of Ksh400,000 to facilitate the release of the second instalment of Ksh650,000”, EACC said in a statement.

It was established that the following day, the complainant met with Mrs. Braxides Bunoro, an Administrator at the facility, who reiterated the demand.

The investigation further revealed that although the hospital had deposited the second instalment into the supplier’s KCB account, access to the funds was restricted.

Despite the payment being made, the complainant continued to receive coercive calls from Dr. Munyendo, Mrs. Bunoro, Mr. William Mmasava (Supply Chain Officer), and Mrs. Linet Kavaya (Biomedical Engineer), all demanding a bribe before allowing access to the funds.

It was then that EACC investigators mounted an operation on 21st May 2025, resulting in the arrest of the duo at the KCB Mumias branch shortly after they received the bribe.

The suspects were escorted to EACC’s Western Regional Office in Bungoma for processing and later booked at Bungoma Police Station, where they are being held pending further investigations.

The anti-graft body has reiterated its commitment to dealing with issues of ethical misconduct.

“EACC remains focused on addressing bribery at service delivery points and encourages members of the public to report any unethical conduct through the Commission’s toll-free hotline 1551 or at any of its regional offices nationwide”, it stated.
