The long-awaited continuous voter registration by the Independent Electoral and Boundaries Commission (IEBC) is set to resume next month, ahead of the 2027 General Election.
IEBC Chairman Erastus Ethekon announced that the national voter registration exercise, which will officially begin on Monday, 29th September 2025, will primarily target young people who have recently turned 18, as well as all eligible citizens who have not yet registered or who wish to update their voter details.
However, Ethekon clarified that the registration drive will be conducted at IEBC Constituency Offices, excluding areas currently undergoing by-elections.
A total of 24 pending by-elections are scheduled to be held on 27th November 2025.

“Services available include new voter registration, transfer of voter registration to a new location, correction or update of voter details, and inspection of voter registration status. This exercise is a vital step in ensuring that every eligible Kenyan has the opportunity to participate in shaping the country’s future through democratic elections”, he said in a statement.
In readiness for the exercise, the Commission has initiated a series of preparatory activities to ensure the process is efficient, inclusive, and transparent.
The key tasks underway include mapping of registration centres, verifying both existing and proposed centres to ensure accessibility across the country, stakeholder engagements, consultative forums at the constituency level to build awareness and promote participation, geospatial data consolidation and collecting constituency, county, and national-level data to guide resource planning.
The commission is also configuring and testing KIEMS kits, gazettement of officers, training of registration personnel, equipping field officers with the necessary skills for effective service delivery, packaging and distribution of materials to all operational areas, data protection compliance and voter education activities.
Ethekon emphasised that the activities are critical for laying a strong foundation for a successful nationwide rollout.
Eligibility Criteria
As outlined in Article 83 of the Constitution, a person is eligible to register as a voter if they meet the following criteria:
- Are a Kenyan citizen;
- Are 18 years of age or older;
- Possess a valid Kenyan Identity Card (ID) or a valid Kenyan Passport;
- Have not registered as a voter elsewhere;
- Have not been convicted of an election offence within the last five years;
- Have not been declared to be of unsound mind; and
- Are not currently listed in the Register of Voters.
