The State Department for Correctional Services is strengthening collaboration with stakeholders to improve access to justice, rehabilitation, legal empowerment, and the reintegration of reformed offenders into society.
Speaking during a meeting with a team from Justice Defenders, led by Phillip Coulson, a member of the organisation’s Governing Board, Correctional Services Principal Secretary Dr. Salome Beacco said partnerships between State agencies, legal institutions, academia, and other stakeholders remain critical to achieving sustainable reforms within the correctional system.
While appreciating Justice Defenders’ efforts in promoting access to justice and supporting correctional reforms, the PS called for strengthened post-release support programmes for former inmates.
She proposed the establishment of a post-prison transition centre where former inmates can receive guidance and support as they prepare for full reintegration into society.
The PS also proposed the creation of rehabilitation hubs incorporating businesses and other income-generating activities to provide sustainable livelihoods for reformed offenders.
Coulson emphasised the importance of creating employment opportunities targeting reformed offenders as a key component of successful reintegration.
He noted that Justice Defenders has made notable progress in this area through successful collaborations with Strathmore University on legal training programmes, as well as the organisation of Moot Court activities aimed at strengthening practical legal education.
The PS reaffirmed the State Department’s commitment to advancing correctional reforms through strategic partnerships and innovative rehabilitation programmes that equip offenders with the skills and opportunities necessary to lead productive and responsible lives after their release.
