The Senate has reconvened from recess to consider the impeachment motion against Isiolo Governor Abdi Guyo.
The governor’s legal team comprises eight lawyers, led by Elisha Ongoya, and three legal assistants, and has lined up five witnesses, while the county assembly is represented by 10 lawyers, two legal assistants, and four witnesses.
The Senate opted for a full plenary trial after rejecting a motion to establish an 11-member special committee to investigate the allegations against Governor Guyo.
Governor Guyo was impeached by the Isiolo County Assembly last week on allegations of abuse of office, violation of the Constitution, and gross misconduct.
Sixteen out of 18 Members of the County Assembly (MCAs) who voted to impeach him on June 26, 2025, accused him of irregularly appointing 36 advisors and 31 chief officers, awarding flawed contracts, and stalling development projects in the county.

According to the Senate Order Paper for Tuesday, the hearing will begin at 9 am with a closed-door pre-hearing meeting for senators.
The House will then proceed with preliminary matters at 10 am, including a recital of the Senate’s constitutional mandate, rules of procedure, and the hearing programme.
The Senate will then proceed to the reading of the charges against the governor, after which the House will address preliminary questions and issues.
The afternoon schedule begins with opening statements from both sides, as outlined below.
2:30 pm – 3:00 pm Opening Statement on behalf of the County Assembly (30 minutes)
3:00 pm – 3:30 pm Opening Statement on behalf of the Governor (30 minutes)
3:30 pm – 6:30 pm
Evidence by the County Assembly (Evidence of witnesses, if any, cross-examination and re-examination: A total of 5 hours)
- County Assembly – maximum of three hours for evidence by witnesses and re-examination (if any)
- Governor – maximum of two hours for cross-examination
The Senate is expected to adjourn at 6.30 pm.
