Isaac Mwaura has handed over the Government Spokesperson role to former Police Spokesperson Charles Owino, following his redesignation as the Head of the Office of Diversity, Inclusion and Disability Rights under the Executive Office of the President.
Owino, who had been serving as the Acting Head of Government Communications at the Ministry of Information, Communications and the Digital Economy, takes charge of the Office of the Government Spokesperson after Mwaura served in the position for two years and 10 months.
Speaking during the handover ceremony, Mwaura said his tenure focused on transforming the office from a small unit into a fully structured government communication institution.
He said the office expanded from a team of seven members to 80 staff, including security personnel, while establishing six departments to improve efficiency and specialisation.
Mwaura noted that the office also recorded growth in resources, with its budget increasing from an initial Ksh36 million to more than Ksh535 million cumulatively during his tenure.
“We transformed a one-man office into a fully functional institution,” Mwaura said, adding that the office issued more than 250 press briefings, developed communication strategies and supported government agencies in public communication.
Mwaura said he leaves office proud of the progress made, while urging the team to continue strengthening government communication as the country heads into the 2027 general elections.
“Serving as Government Spokesperson has given me a unique vantage point on the nation’s affairs. I will deeply miss our weekly 4 hours technical briefing meetings and the daily 7 a.m. briefings where we stayed informed and prepared,” he said.
