Treasury confirms full disbursement of capitation funds to public schools

The National Treasury has confirmed that it has fully disbursed capitation funds to all public primary, junior and secondary schools.

Principal Secretary Dr. Chris Kiptoo stated that all public schools had received their full capitation allocations for the current financial year, noting that Ksh 22 billion released on May 19 marked the final payment due to schools.

“I want to inform Kenyans that we are up to date when it comes to the release of funds to schools. We have paid for Term 1 and Term 2, and on May 19, we paid the final amount for the third term. We have no balance for this year.  A Ksh22 billion was paid on May 19, being the last amount of capitation due to schools,” he stated.

His remarks come amid complaints from school heads regarding alleged delays in the release of the funds, a situation they claim has threatened to disrupt learning due to shortages of essential resources.

“ If there are still any questions as to whether schools have received or not, it’s a matter that should be answered by the Ministry of Education because they have received the money”, he assured.

The principals have also raised concerns over deteriorating infrastructure, overcrowded classrooms, and mounting unpaid bills, citing increased enrollment as a contributing factor.

According to the government, Ksh 54.6 billion has been allocated for Free Day Secondary Education, Ksh 30.4 billion for Junior Secondary Schools, and Ksh 8.4 billion for Free Primary Education.

“We had a budget of Ksh54.6 billion for free day secondary school education for this fiscal year, 2024-25, and the schools had three terms. So we paid the first term, second term, and I want to confirm that on 19th this month of May, we paid the last amount of Ksh11.6 billion. So we have cleared that amount,” he explained.

He added, “And also for junior Secondary School capitation. I want to confirm that the budget was Ksh 30.4 billion, and we already paid for first time and second term, and this month, on the 19th we paid Ksh8.9 billion, so we have no balance, at least for for this year and for free Primary, we had a budget of Ksh8.4 billion, and we have paid all the amount. The last amount that we paid was 1.4 billion which we did on 19th May”.
