The Ethics and Anti-Corruption Commission (EACC) has today arraigned Khadija Abdullahi Bare, the former Chief Protocol Officer in the Garissa County Government, over allegations of forging academic qualifications to unlawfully secure public employment.
The EACC revealed that it initiated investigations following a report indicating that Ms. Bare had submitted a falsified Bachelor of Arts (Sociology & Political Science) degree certificate, allegedly issued by the University of Nairobi, to obtain the senior county position.
Upon completing its investigation, the Commission found that the degree certificate was not authentic and that Ms. Bare had used it to fraudulently secure employment, subsequently earning a total of KES 6,825,266.40 in salaries during her tenure.
The Commission forwarded the investigation file to the Office of the Director of Public Prosecutions (ODPP), which approved multiple charges against the suspect.
Ms. Bare was arrested on 12th June 2025 and was formally arraigned today before the Garissa Law Courts.
According to the EACC, the suspect faces charges including fraudulent acquisition of public funds (KES 6.8 million in salaries), deceiving a principal—contrary to Section 41(2) as read with Section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003—forgery—contrary to Section 345 as read with Section 349 of the Penal Code—and uttering a false document—contrary to Section 353 of the Penal Code.
The suspect denied the charges and was released on a cash bail of KES 100,000 or an alternative bond of KES 500,000.
